Download the zip file and extract the contents,
Upload the folder local-time-clock to your WP plugin folder /wp-content/plugins/ directory,
Go to Plugins > Plugins, and activate the plugin,
To display the date Time at the top of your all pages, all posts and everywhere in your site, you have to just install the plugin.
